You've heard this story dozens of times: A military family packs up their belongings, moves to a new location, then spends weeks waiting for a TRANSCOM to be delivered. The required delivery date (RDD) comes and goes. The air mattress is leaking, the paper plates meant to last a few days are gone, and the bills are starting to add up.

The bad news is that PCS delays can be frustrating and expensive. The good news for military families is that due to the relocation company's decisions and delays, it is now possible to file an inconvenience claim and claim for monetary compensation.

Since military regulations and the stories we read on Facebook pages don't always match, we went straight to the source for official information. TRANSCOM, the United States Transportation Command, manages military PCS movements within the United States and abroad. We had the opportunity to interview Rick Marsh, Director of TRANSCOM, at a recent webinar.
In short, an inconvenience claim is a payment that reimburses you for costs incurred due to delays in packing, collection or delivery. Based on this claim, you are also entitled to a daily allowance.
Frequently Asked Questions
First and foremost, remember that you must submit your nuisance claim directly to your Designated Transportation Service Provider (TSP). Of course, contact your local traffic advisory office for more information on the process. Your local transport office can help you if you encounter problems with the TSP.
Notification can be made if the TSP misses an agreed pick-up or delivery day. The dates for any refunds (which are not eligible) are calculated from the date of scheduled receipt of the shipment to the date of actual receipt and/or from the RDD to the date of actual delivery.

After you apply for your TSP, the US. TRANSCOM says the TSP has "seven days to verify the nuisance claim and 30 days to pay it." Although this may not be useful in the short term, these dates are important. Also keep track of all invoices so that the invoice dates match the receivable. Do not go shopping on the day you submit your claim. Give the TSP some time to consider the request (I know you don't want to, but do it anyway).
The new regulations allow the customer (ie the service provider's member/family) to be reimbursed for each day they fail to collect and/or deliver at the scheduled time on or before the RDD. Payment includes all meals and incidentals (based on travel protection regulation per diem amounts) for the customer's respective location, 100% only. As part of the non-admission inconvenience compensation payment, the maximum amount payable to the customer is limited to seven days.
Also remember that "out-of-pocket expenses must be reasonable and directly related to alleviating hardships encountered in household formation," says TRANSCOM. Some things we can all agree on might be reasonable: one towel for each family member, one shower curtain or one sheet for each person. But a new 12-seater dining set for a family of four? No way. It won't fly.
US TRANSCOM is careful not to endorse any business, but they do provide some examples of reasonable businesses that include Walmart, Target, and of course AAFES. A little moderation and realistic expectations go a long way here. You don't need a TV to survive. You will need a shower curtain.

For example, here's a line you may have missed: “If a TSP purchases or reimburses a customer for tangible household items, such as towels, dishes, and pans, the TSP may take action to return those items. delivery of the shipment to the customer”.
You might shake your head and say, "They'll never do that." But don't be so sure. With so many people filing nuisance claims, these companies have no other option. And technically they bought it, so it's theirs.
If these items don't add up, consider creating your own "borrow closet" and lending them to new neighbors next PCS season.
That's the important part, says TRANSCOM, "We recommend that service members contact the TSP before purchasing to avoid purchasing something that is not covered." Of course, this is often easier said than done. But we also know that someone somewhere tried to work the system to get a brand new bedroom set instead of an air mattress. Don't be that person.
